The deadline and the next day serve different purposes

The first deadline requires clubs to meet the roster limit. The waiver deadline gives other teams a chance to claim eligible players who were removed. Practice squads can form after the league distributes the subsequent personnel notice.

That ordering matters. A club cannot guarantee that a waived player will return to its practice squad, because another team can claim his existing contract first.

Waived versus released

At preseason cutdown, a player with fewer than four accrued seasons is generally subject to waivers. If claimed, he joins the successful claimant under the existing contract. If he clears, he becomes free to negotiate with teams.

A vested veteran with at least four accrued seasons is generally released directly into free agency during that part of the calendar. Accrued seasons are the relevant service measure here, not the separate credited season terminology used for some benefit purposes.
