Why Can an NFL Kickoff Have 12 People?

An NFL kickoff may show 12 uniformed people on the kicking side because a designated holder can steady the ball. The rule counts that extra person as a nonplayer. The kicking unit still has 11 actual players.

The holder must take the tee and leave immediately on his team’s sideline after the kick. He cannot become an extra coverage player.

Why the exception exists

Wind can repeatedly knock the ball off its tee. When that happens before the kick, officials stop the operation and restart the timing process without penalizing the team. If it falls a second time during the same free kick down, the applicable holder requirement takes effect.

For a normal kickoff or safety kick, that can be the designated holder. Teams may also choose to use one from the start. The arrangement lets the kicker strike a stable ball without removing a coverage player from the dynamic kickoff formation.

What the holder may do

The designated holder must be a uniformed member of the kicking team and is subject to nonplayer conduct rules. The ball cannot be elevated more than one inch by the tee, holder or any other means. Once the ball has been placed on the tee, the tee cannot be moved.

Leaving on the opponent’s sideline or across an end line carries a separate five yard penalty. Interfering in the play is not protected by calling the extra person a holder.

Do not transfer the exception to other kicks

A declared onside kick has its own holder provision. The special twelfth person exception is written for a kickoff or safety kick, not a general license to add an onside recovery player.

A field goal holder is different again. He is one of the offensive players on a scrimmage down, receives a snap and can participate in a fake. The designated kickoff holder’s permitted job is much narrower.

On a windy kickoff, count the kicker and ten coverage players, then watch the person at the tee. If that person steadies the ball and immediately leaves with the tee as required, the extra visible uniform is not evidence of a twelve player coverage unit.
