NFL Power Rankings Week 4: Bills Hold No. 1, Raiders Enter Top Five

13 min read

Buffalo remains Football Nation's No. 1 team entering Week 4. San Francisco stays second behind the league's best plus 48 point differential, Kansas City remains third, and unbeaten Minnesota and Las Vegas complete the top five. Jacksonville is the biggest evidence-driven riser, while Chicago's Monday night win sends the Bears up 14 places.

This ranking was checked Tuesday, September 29, 2026, after every Week 3 game was final. Movement is measured from Football Nation's Week 3 power rankings. Official records, points for, points against and net points come from the NFL standings. Latest results and next opponents come from the official Week 3 and Week 4 schedules.

How Football Nation ranks the league

A power ranking is not a standings table. Record is the starting point, but opponent quality, repeatability, scoring margin, roster strength, situational execution and confirmed availability all affect the order. Three games remain a small sample, so a dominant result can move a team quickly when it confirms or contradicts earlier evidence.

Tuesday is also early in the Week 4 injury cycle. Official practice reports had not yet begun when this draft was checked, so no club is moved on rumor or an unsupported return estimate. The next factual checkpoint is the first official injury report, followed by final designations later in the week. Uniform leaguewide third-down, red-zone, pressure and explosive-play rates are omitted from the sortable table until the official Week 3 gamebook set is consistently available.

Football Nation NFL Power Rankings: Week 4

1. Buffalo Bills (3-0) | Previous: 1 | No change

Latest result: Beat the Chargers 24-16. Season scoring: 101 points for, 78 against (+23). Strength: Buffalo has the league's highest point total and found a fourth-quarter answer after a turnover-heavy afternoon. Concern: Five Week 3 giveaways are a real warning even though the defense repeatedly protected the margin. Next opponent: vs. New England.

Football Nation verdict: Buffalo keeps the crown because no challenger has paired three wins with a stronger body of situational answers.

The game-level evidence behind Buffalo's top ranking begins with Football Nation's Chargers vs. Bills preview and its focus on the matchup's scoring pressure.

The native Bills X status above supplies direct Week 3 context for the No. 1 decision. It is embedded as supporting evidence, not as a substitute for the official score and standings.

2. San Francisco 49ers (3-0) | Previous: 2 | No change

Latest result: Beat Arizona 36-30. Season scoring: 98 points for, 50 against (+48). Strength: The 49ers own the NFL's best point differential at plus 48 and rank second in scoring. Concern: Allowing 30 points to Arizona made Week 3 less complete than the first two wins. Next opponent: vs. Denver.

Football Nation verdict: San Francisco remains the closest No. 1 challenger because its three-week scoring profile is the league's most dominant.

3. Kansas City Chiefs (3-0) | Previous: 3 | No change

Latest result: Beat Miami 24-10. Season scoring: 88 points for, 50 against (+38). Strength: Kansas City is undefeated with a plus 38 differential and has allowed only 50 points. Concern: The Dolphins supplied little resistance, so Week 4 at unbeaten Las Vegas is the better ceiling test. Next opponent: at Las Vegas.

Football Nation verdict: The Chiefs stay third: clean, adaptable and still waiting for the result that separates them from Buffalo and San Francisco.

4. Minnesota Vikings (3-0) | Previous: 7 | Up 3

Latest result: Beat Tampa Bay 23-16. Season scoring: 71 points for, 41 against (+30). Strength: Only Jacksonville has allowed fewer points, and Minnesota has won twice away from home. Concern: Seventy-one points scored is solid rather than explosive for a top-four club. Next opponent: vs. Miami.

Football Nation verdict: The Vikings rise three because the defense has traveled and every week has reinforced the same identity.

5. Las Vegas Raiders (3-0) | Previous: 8 | Up 3

Latest result: Beat New Orleans 35-27. Season scoring: 88 points for, 54 against (+34). Strength: Three wins, 88 points and a plus 34 differential have turned the surprise start into evidence. Concern: Kansas City is the first opponent that can punish every loose possession and coverage mistake. Next opponent: vs. Kansas City.

Football Nation verdict: Las Vegas earns the top five; Sunday will show whether the Raiders belong in the AFC's first tier.

6. Baltimore Ravens (2-1) | Previous: 10 | Up 4

Latest result: Beat Dallas 34-31. Season scoring: 92 points for, 78 against (+14). Strength: Baltimore has scored 92 points and answered a high-leverage neutral-site test. Concern: Seventy-eight points allowed keeps the defense from supporting a top-five grade. Next opponent: vs. Tennessee.

Football Nation verdict: The Ravens rise four because the offense remains elite and the Dallas win restored their close-game credibility.

Baltimore's move also reflects the exact high-leverage matchup Football Nation framed in its Ravens vs. Cowboys Rio preview.

7. Jacksonville Jaguars (2-1) | Previous: 17 | Up 10

Latest result: Beat New England 35-6. Season scoring: 82 points for, 36 against (+46). Strength: Jacksonville has the league's fewest points allowed and the second-best differential. Concern: The Week 2 loss at Denver still prevents a leap into the undefeated tier. Next opponent: at Cincinnati.

Football Nation verdict: The Jaguars are the week's biggest riser because 35-6 confirmed that their opening blowout was not isolated.

8. Seattle Seahawks (2-1) | Previous: 5 | Down 3

Latest result: Lost at Washington 33-31. Season scoring: 75 points for, 50 against (+25). Strength: Seattle still owns a top-tier plus 25 differential and an efficient two-win start. Concern: The defense failed to close against a winless Washington team entering the week. Next opponent: vs. Los Angeles Chargers.

Football Nation verdict: Seattle falls three but stays eighth because the full-season profile remains stronger than one narrow road loss.

9. Chicago Bears (2-1) | Previous: 23 | Up 14

Latest result: Beat Philadelphia 27-7. Season scoring: 89 points for, 53 against (+36). Strength: Chicago owns the third-best point differential after overwhelming a previously unbeaten opponent. Concern: The Bears have already scored 59, three and 27 in consecutive games, so volatility remains extreme. Next opponent: vs. New York Jets.

Football Nation verdict: The Bears surge 14 spots because the Monday night win supplied the quality result their explosive opener lacked.

10. Cincinnati Bengals (2-1) | Previous: 6 | Down 4

Latest result: Lost at Pittsburgh 30-27. Season scoring: 80 points for, 63 against (+17). Strength: Cincinnati still has an 80-point offense and two early wins. Concern: The Bengals let a divisional road game slip and now face the league's best scoring defense. Next opponent: vs. Jacksonville.

Football Nation verdict: Cincinnati falls four, staying in the top ten on offensive ceiling but losing ground on résumé.

11. Denver Broncos (2-1) | Previous: 14 | Up 3

Latest result: Beat the Rams 30-26. Season scoring: 60 points for, 70 against (-10). Strength: Back-to-back wins include a comeback against a veteran Los Angeles team. Concern: The minus 10 differential and 70 points allowed show how much the Broncos are leaning on high-leverage plays. Next opponent: at San Francisco.

Football Nation verdict: Denver rises three, but Week 4 at the 49ers is the league's sharpest reality check.

Denver's rise and the Rams' fall should be read alongside Football Nation's Rams vs. Broncos prediction, which identified the game as a major measuring stick.

12. Pittsburgh Steelers (2-1) | Previous: 20 | Up 8

Latest result: Beat Cincinnati 30-27. Season scoring: 53 points for, 60 against (-7). Strength: Pittsburgh produced its best offensive total in a division win and owns two victories. Concern: The overall differential remains negative and the short week reduces repair time. Next opponent: at Cleveland.

Football Nation verdict: The Steelers jump eight because beating Cincinnati matters, even if the three-game efficiency profile is modest.

13. Detroit Lions (2-1) | Previous: 11 | Down 2

Latest result: Beat the Jets 31-24. Season scoring: 93 points for, 95 against (-2). Strength: Only Buffalo and San Francisco have scored more points. Concern: Detroit has allowed a league-high 95 points, turning every week into a race. Next opponent: at Carolina.

Football Nation verdict: The Lions fall two despite winning because the defensive baseline remains unsustainable for a contender.

14. Philadelphia Eagles (2-1) | Previous: 4 | Down 10

Latest result: Lost at Chicago 27-7. Season scoring: 55 points for, 69 against (-14). Strength: Philadelphia's two opening wins preserve real résumé value. Concern: Seven points and a minus 14 differential expose how little separation the Eagles created before Monday. Next opponent: vs. Los Angeles Rams.

Football Nation verdict: The Eagles fall ten because the loss was decisive and the season scoring profile now trails their record.

15. Cleveland Browns (2-1) | Previous: 22 | Up 7

Latest result: Beat Carolina 21-18. Season scoring: 54 points for, 71 against (-17). Strength: Cleveland has won two straight close games and enters Thursday with momentum. Concern: The Browns still carry a minus 17 differential and only 54 points scored. Next opponent: vs. Pittsburgh.

Football Nation verdict: Cleveland rises seven on results, while the efficiency numbers keep it outside the upper tier.

16. New York Giants (2-1) | Previous: 19 | Up 3

Latest result: Beat Tennessee 12-7. Season scoring: 46 points for, 55 against (-9). Strength: The Giants have won twice and allowed only 55 points. Concern: Forty-six points scored is the lowest total among 2-1 teams. Next opponent: vs. Arizona.

Football Nation verdict: New York rises three because it keeps winning defensive games, though the offensive ceiling remains narrow.

17. Dallas Cowboys (1-2) | Previous: 13 | Down 4

Latest result: Lost to Baltimore 34-31. Season scoring: 88 points for, 82 against (+6). Strength: Dallas has outscored its opponents overall and proved it can trade scores with Baltimore. Concern: Close-game execution has left a positive-differential team at 1-2. Next opponent: at Houston.

Football Nation verdict: The Cowboys fall four because performance says competitive while the record says the finishes must improve now.

18. Carolina Panthers (1-2) | Previous: 24 | Up 6

Latest result: Lost at Cleveland 21-18. Season scoring: 89 points for, 83 against (+6). Strength: Carolina is one of only two losing teams with a positive point differential. Concern: The Panthers could not finish a winnable road game after their Week 2 breakthrough. Next opponent: vs. Detroit.

Football Nation verdict: Carolina rises six on the full-season scoring profile, not on the Week 3 result.

19. New York Jets (1-2) | Previous: 21 | Up 2

Latest result: Lost at Detroit 31-24. Season scoring: 64 points for, 61 against (+3). Strength: The Jets remain positive in point differential despite two straight losses. Concern: They have not converted competitive fourth quarters into wins since opening week. Next opponent: at Chicago.

Football Nation verdict: New York rises two because the underlying scoring margin remains better than several two-win teams.

20. New Orleans Saints (1-2) | Previous: 16 | Down 4

Latest result: Lost to Las Vegas 35-27. Season scoring: 81 points for, 83 against (-2). Strength: New Orleans has scored 81 points and owns a road win over Baltimore. Concern: The defense has allowed at least 24 points every week. Next opponent: vs. Atlanta.

Football Nation verdict: The Saints fall four because the opponent-adjusted résumé is interesting but the defense has not stabilized.

21. Los Angeles Rams (1-2) | Previous: 9 | Down 12

Latest result: Lost at Denver 30-26. Season scoring: 61 points for, 63 against (-2). Strength: The Rams remain close to even on the scoreboard and were competitive in both losses. Concern: One win and another failed finish no longer justify a top-ten projection. Next opponent: at Philadelphia.

Football Nation verdict: Los Angeles falls 12, the cost of losing the result that was supposed to validate its Week 2 rebound.

22. Atlanta Falcons (1-2) | Previous: 30 | Up 8

Latest result: Beat Green Bay 35-14. Season scoring: 51 points for, 68 against (-17). Strength: Atlanta produced Week 3's most convincing road upset and finally paired offense with defense. Concern: The first two games still leave the Falcons with a negative differential and only one win. Next opponent: at New Orleans.

Football Nation verdict: Atlanta rises eight because the Green Bay win was a genuine identity-changing result, not a fortunate bounce.

Atlanta's jump is grounded in the complete Falcons 35, Packers 14 recap and the earlier Michael Penix Jr. starter analysis.

23. Washington Commanders (1-2) | Previous: 29 | Up 6

Latest result: Beat Seattle 33-31. Season scoring: 75 points for, 92 against (-17). Strength: Washington closed against a top-eight opponent and scored 33 points. Concern: Only Detroit has allowed more points through three games. Next opponent: vs. Indianapolis in London.

Football Nation verdict: The Commanders rise six because the Seattle win supplied proof of offensive resilience.

24. Indianapolis Colts (1-2) | Previous: 18 | Down 6

Latest result: Beat Houston 19-17. Season scoring: 72 points for, 91 against (-19). Strength: Indianapolis followed an overtime fight at Kansas City with its first win. Concern: Ninety-one points allowed and a minus 19 differential make the defense the limiting factor. Next opponent: at Washington in London.

Football Nation verdict: The Colts fall six despite winning because several teams around them produced stronger Week 3 evidence.

25. Arizona Cardinals (1-2) | Previous: 27 | Up 2

Latest result: Lost at San Francisco 36-30. Season scoring: 63 points for, 81 against (-18). Strength: Arizona pushed the league's best differential team for four quarters and scored 30. Concern: The Cardinals are 0-2 in the division and have lost twice in a row. Next opponent: at New York Giants.

Football Nation verdict: Arizona rises two because the performance was stronger than the result, but the finish still matters.

26. Green Bay Packers (1-2) | Previous: 12 | Down 14

Latest result: Lost to Atlanta 35-14. Season scoring: 56 points for, 91 against (-35). Strength: The overtime win over the Jets remains a usable example of late-game response. Concern: Green Bay owns the league's second-worst point differential and was routed at home. Next opponent: at Tampa Bay.

Football Nation verdict: The Packers fall 14, matching Chicago's rise as the week's largest move.

27. New England Patriots (1-2) | Previous: 15 | Down 12

Latest result: Lost at Jacksonville 35-6. Season scoring: 36 points for, 51 against (-15). Strength: The defense's first two games created a respectable 51-point season total allowed. Concern: Thirty-six points scored and a 29-point Week 3 loss erase the case for a top-half ranking. Next opponent: at Buffalo.

Football Nation verdict: New England falls 12 because the offense supplied no answer once the game script turned negative.

For Buffalo's next opponent, Football Nation's DJ Moore Week 3 availability update remains useful context, but Week 4 practice participation is the next required update.

28. Houston Texans (0-3) | Previous: 26 | Down 2

Latest result: Lost at Indianapolis 19-17. Season scoring: 54 points for, 75 against (-21). Strength: Houston has kept two games within one score and allowed fewer points than several teams above it. Concern: The Texans remain winless and have scored only 54 points. Next opponent: vs. Dallas.

Football Nation verdict: Houston falls two; competitive losses are no substitute for a finishing offense.

29. Tampa Bay Buccaneers (0-3) | Previous: 28 | Down 1

Latest result: Lost to Minnesota 23-16. Season scoring: 62 points for, 79 against (-17). Strength: Tampa Bay has stayed within one score twice and owns the best differential among winless teams. Concern: Three losses and only 62 points leave no evidence of a reliable closing formula. Next opponent: vs. Green Bay.

Football Nation verdict: The Buccaneers fall one because competitiveness cannot keep outranking teams that finish.

30. Tennessee Titans (0-3) | Previous: 31 | Up 1

Latest result: Lost at the Giants 12-7. Season scoring: 37 points for, 59 against (-22). Strength: Tennessee's defense kept Week 3 within one possession. Concern: Thirty-seven points is the league's second-lowest scoring total. Next opponent: at Baltimore.

Football Nation verdict: The Titans rise one only because the Chargers' collapse is worse; the offensive ceiling remains the core problem.

31. Los Angeles Chargers (0-3) | Previous: 25 | Down 6

Latest result: Lost at Buffalo 24-16. Season scoring: 44 points for, 76 against (-32). Strength: The Chargers led Buffalo by ten and forced five turnovers. Concern: They still lost, remain winless and have scored only 44 points. Next opponent: at Seattle.

Football Nation verdict: Los Angeles falls six because the roster's theoretical ceiling has not appeared in any fourth-quarter finish.

32. Miami Dolphins (0-3) | Previous: 32 | No change

Latest result: Lost to Kansas City 24-10. Season scoring: 36 points for, 86 against (-50). Strength: Miami still has enough speed to create isolated explosive plays. Concern: The Dolphins are tied for the league's fewest points and own the worst differential by 15 points. Next opponent: at Minnesota.

Football Nation verdict: Miami remains last because both sides of the ball have produced bottom-tier evidence.

Chicago rises 14 after turning a 20-point Monday night win over Philadelphia into the week’s clearest top-ten case. Jacksonville rises 10 because a 35-6 win gave the Jaguars both a 2-1 record and the league's fewest points allowed. Pittsburgh and Atlanta rise eight after meaningful division and road wins.

Green Bay falls 14 after a 21-point home loss left it at minus 35. New England and the Rams fall 12: the Patriots were overwhelmed by Jacksonville, while Los Angeles lost the game that was supposed to confirm its Week 2 rebound. Philadelphia falls 10 because its 2-0 start now sits beside a minus 14 differential and a seven-point performance.

The bubble: teams 15 through 22

Cleveland and the Giants own two wins but negative differentials and limited scoring ceilings. Dallas, Carolina and the Jets all have losing records with positive differentials, which makes them the strongest candidates to rise quickly with one clean finish. New Orleans and the Rams remain competitive on total scoring margin, while Atlanta owns the most valuable single result in the group.

Four ranking debates that matter

Bills or 49ers at No. 1: Buffalo owns the stronger close-game résumé; San Francisco owns the best differential. Raiders at No. 5: Three wins and plus 34 demand respect, but Kansas City is the proof game. Jaguars at No. 7: The league's fewest points allowed outweigh one road loss. Bears at No. 9: The ceiling is undeniable, but the 59-3-27 scoring sequence remains too volatile for a higher slot.

What Week 4 can change

Chiefs at Raiders is the top-five sorting game. Broncos at 49ers tests whether Denver's high-leverage wins can survive the league's strongest scoring-margin team. Jaguars at Bengals can either validate Jacksonville's top-ten rise or restore Cincinnati's place near the AFC elite. Rams at Eagles is a pressure game for two of the week's largest fallers, while Steelers at Browns opens the week with immediate AFC North implications.

Football Nation conclusion

Buffalo stays first because three different game scripts have produced three wins. San Francisco is the league's most dominant scoreboard team, Kansas City remains the standard of adaptability, and Minnesota and Las Vegas have earned top-five treatment rather than surprise labels. Jacksonville and Chicago are the biggest positive corrections. Green Bay, New England, the Rams and Philadelphia are the major negative corrections. The next checkpoint is the official Week 4 injury cycle, followed by Steelers at Browns on Thursday night.
